Permitted Development Rights within Camden – Article 4 Directions

Permitted development rights allow certain building works and changes of use to be carried out without having to make a planning application. An Article 4 Direction removes permitted development rights for a specific property or area, which means a planning application will be required.

The Council has made three Article 4 Directions. These directions are currently in their notification period. The directions are:

Shops to financial and professional services (A1 to A2)

This direction applies to Town Centres, Central London Frontages, Neighbourhood Centres, and Specialist Retail Areas in the borough.

Light industrial use to dwellinghouses (B1c to C3)

This direction applies to a number of areas including areas with light industrial uses across the borough.

Launderettes to dwellinghouses (Sui Generis to C3)

This direction applies to 7 properties with launderettes in the borough.

The boundaries for these areas are shown edged in red in the plans attached to the directions available for download from the link below.

These Article 4 Directions will remove the right to change between these uses without planning permission, so that change between these uses will need planning permission and will be assessed against the Council’s planning policies.

The directions are ‘non-immediate’ meaning there is a notification period before they come into effect. If confirmed the directions will come into force on 1 June 2018. The directions can be viewed online or in person at the Camden Town Hall or Pancras Square Library.

Representations in respect of the Direction may be made until 15 June 2017 (inclusive). Any representations must be received by the Council by 5pm on 15 June 2017 and include a full name and postal address. Responses should state whether the proposed Article 4 Directions are supported or not, with reasons. Representations can be made by email or by post.
