Job Title: Operations Manager

Reporting To: Director of Policy and Place

Directly Responsible For: On-street contracts (no internal staff)

Working Hours: 37.5 hour working week, core hours 9:30am – 5pm Monday to Friday, to include some evening and weekend hours as required. One day a week work from home policy. 

Location: Onsite at the Company office in Fitzrovia (currently 175/176 Tottenham Court Road) and surrounding local area as required to carry out the duties of the company. 

Salary: Up to £40,000

Job Purpose

The Operations Manager supports the delivery of The Fitzrovia Partnership’s Safe & Clean mission. The role oversees day-to-day operational activity, contract management, and partner relationships that maintain the district’s quality, safety and appearance. 

Working under the Director of Policy and Place, the postholder ensures services are delivered to a high standard, represent good value for money, and align with the Partnership’s wider goals around economic growth, sustainability and place quality. The role involves working alongside public and private partners and member businesses to deliver measurable, practical results. 

Key Duties and Responsibilities

Leadership and Delivery 

  • Coordinate all direct delivery, commissioned, and partnership activity under the Safe & Clean mission. 
  • Oversee cleaning, maintenance, waste, and safety operations, ensuring consistent delivery and measurable outcomes. 
  • Support the management of the Operations Sub Group, contributing to its agenda, governance, and reporting. 
  • Ensure operational delivery aligns with the organisation’s business plan and agreed priorities. 
  • Cover for the Director of Policy and Place on operational matters when required.
 

Service Delivery and Performance 

  • Manage services in a way that is efficient, evidence-based, and reflects good practice. 
  • Apply sound project management to operational programmes, tracking progress against timelines and budgets. 
  • Monitor performance and KPIs to ensure value for money and clear, reportable outcomes. 
  • Apply commercial awareness to procurement and service improvement decisions. 
  • Use data and digital tools to support performance monitoring, reporting, and day-to-day productivity. 
  • Keep up with developments in place management practice and identify opportunities to improve. 
 

Partnership and Member Engagement 

  • Build and maintain working relationships with councils, police, statutory agencies, and other partners. 
  • Engage regularly with member businesses, responding to issues and keeping activity logged in the CRM. 
  • Support members with practical queries around licensing, planning, highways, and related matters. 
  • Ensure Safe & Clean delivery connects meaningfully to the Partnership’s economic, sustainability, and place goals. 
 

Governance and Compliance 

  • Manage procurement, contracts, and risk across operational services. 
  • Oversee health and safety, statutory compliance, and performance reporting. 
  • Produce clear reports and briefings for senior leadership and the Board as required. 
  • Maintain consistent and accurate use of the business CRM. 
 

Continuous Improvement 

  • Identify and act on opportunities to improve service quality and efficiency. 
  • Stay informed on policy, technology, and good practice in place management. 
  • Contribute to a culture of learning and improvement within the team. 

Person Specification

Skills and Experience 

  • Experience in operations, service delivery, or public realm management, ideally in a multi-stakeholder environment. 
  • Experience of contract management and procurement, including setting KPIs, monitoring performance, holding suppliers to account and managing value for money. 
  • Solid project management and programme management skills, with a track record of delivering workstreams to fixed timelines and budgets. 
  • Experience working alongside local authorities, statutory agencies, or private sector partners. 
  • Good commercial awareness – able to manage budgets, assess costs, and make practical decisions about service delivery. 
  • Confident using IT systems and digital tools to support operations, reporting, and productivity, including CRM systems. 
  • Strong written and verbal communication skills, including producing reports and briefing senior stakeholders. 
 

Knowledge and Understanding 

  • Understanding of place management and the role of Business Improvement Districts or similar organisations. 
  • Familiarity with public realm services including cleaning, safety, maintenance, and environmental operations. 
  • Understanding of local government structures and how different city stakeholders operate. 
  • Awareness of health and safety requirements, statutory compliance, and risk management in service delivery. 
  • Awareness of sustainability principles and how they apply to operational services.

What This Role Is — and What It Isn’t

This is an operational, place-based role. The Operations Manager is responsible for the day-to-day delivery of services that keep Fitzrovia clean, safe, and well-maintained. That means managing on-street contracts, overseeing cleaning, maintenance, waste, and safety operations, and working directly with contractors and local partners. 

This role is: 

  • Place management – the physical public realm of a central London district 
  • Contract and service delivery – managing external providers against agreed outputs 
  • Street-level operations – cleaning, safety, maintenance, environmental quality 
  • Stakeholder coordination – working with councils, contractors, businesses, and public agencies 

 

This role is not: 

  • Financial or business operations – this is not a finance, accounting, or business performance role 
  • Office or business management – this is not an internal operations or facilities management role 
  • A corporate operations function – there is no team to manage internally; delivery happens through commissioned contractors
